Orengo in GOAL-Project scandal, Sambili raises red-flag
Lands Minister James Orengo is at the center of a major scandal, after some secret details were revealed about him exclusively to KenyaFootball.com
Orengo, who acted on behalf of Mohammed Hatimy and Football Kenya Limited in numerous court-cases which were paid for using FIFA money, recently made a controversial land-ownership allocation of the GOAL-Project to Mohammed Hatimy and FKL. The new allotment letter was released and sent to the Court for Arbitration of Sport, through the Prime Minister Raila Odinga office, indicating that FKL now owns the premises, to aid FKL in their on-going court case against KFF. Raila also sent a letter to FIFA President Sepp Blatter indicating that Sports Minister Sambili has no power in the country and that she is just a junior official in the Government, and that he was the final authority declaring that FKL is the only body mandated to run football in the country. But in an letter availed to us, Sports Minister Professor Hellen Sambili has raised issue with the corrupt manner in which the allocation was executed without the knowledge of her Ministry which co-owns the piece of land. The letter dated 16th February 2010 to Hon. James Orengo reads in part, "I am writing to express the Ministry's concern over a copy of an allotment letter dated 10th October 2009, purportedly to Football Kenya Limited." She further stated that the plot belongs to the Sports Stadia Management Board (SSMB) and the Kenya Football Federation (KFF) as joint tenants, hence the alleged reallocation was fraudulent and was done with no reference to her ministry. "I am therefore writing to ask you to take the necessary action against the officers who obviously must have done this re-allocation in disregard of the laws of this country and to request you to cancel the alleged re-allocation of the GOAL Project plot," Sambili told Orengo in the letter. The letter has also been copied to Prime Minister Raila Odinga, Ambassador Francis Muthaura, Hon. Uhuru Kenyatta and the director of the Kenya Anti-Corruption Commission. While it is still unclear how the allocation was done, it is obvious that the shared ties between Orengo and Hatimy when the former acted as his lawyer up to 2008, may have played a great role in influencing the illegal re-allocation.
